The RREM program, which stands for Reconstruction, Rehabilitation, Elevation, and Mitigation, is a federally funded program aimed at helping eligible homeowners repair or rebuild their storm damaged homes. Given the sheer cost of the destruction caused by Sandy, it isn’t enough to simply rebuild storm affected properties. New insurance and zoning regulations have had to be put into effect to protect the investments of homeowners and insurance companies alike; regulations that aim to mitigate the repair costs of future storms. Chief among these new regulations are stipulations that call for properties to be a certain distance off of possible flood areas (such as beaches and bays) and necessitate the elevating of homes that cannot be moved out of flood hazard areas. As would be expected, the costs of such relocation and elevation is quite high and many homeowners find themselves struggling to come up with adequate funds to support their reconstruction need. This is where the RREM program comes in.

The goal of the program is to help those in need to complete necessary repairs to make their domiciles livable again while also ensuring that said residences are compliant with new insurance and construction regulations. With hundreds of homes and commercial sites still reeling from the effects of hurricane Sandy, construction relief programs like RREM are essential to the Jersey Shores rebuilding efforts.

The RREM program provides grants as high as $150K to help make up the difference between the total costs of repairs and relocation and the amount awarded to those effected through other funds. The RREM has already helped hundreds of New Jersey home owners rebuild and move back into their homes.
